Algus 15 years ago #10. Unfortunately in Persona 4 leveling up your Personas is a lot of work. They took a lot more XP to level up then everyone else so they bottom out quickly. You CAN overpower the lower tier Personas but it takes some creative fusing and a lot of grinding. But yeah...it is a shame that Izanagi gets useless so quickly.Izanami gave him his push, but according to her he rejected his Izanagi, hence why he didn't use one.
