Personally dummy guns value is highly contingent on the quality of the build. If the parts are in good shape and the dummy receiver is high quality then it's worth more. It depends on the gun, but normally there is one component that the ATF considers the firearm, and everything else is just parts. For an AR15, the lower is considered the firearm. For a PPSH, PPS-43, and others, it’s the upper, which is why it’s cut up and the lower is intact.Actually you can do a reweld legally as long as you add a denial bar, add a block so the trigger can only go semi auto and convert it to a closed bolt.
