Interestingly, I was able to travel to Irkngthand at first. I went there, and then to the final two sites, to try and see if I could bump the Quest into action by collecting the other Shards, but I couldn't find a way in to Irkngthand, and I couldn't get into the one that houses The Afflicted either. So basically I just gave up on the Quest.
