Usually this is 1, but it can be increased by various things (Ascension Perks, Edicts). You cant do it to gas giants. I think (dont know for sure) you can do it to planetary remnants that appear when the S.U.C.C. has finished stripping them though. Also for your test, research_all_technologues does not grab any techs that have a weight of 0, which the planet-dismnatling tech has.
