It'll be easier to keep stacks up at max with a 20sec timer, and headshots to activate the stacks are actually pretty easy considering the plasmor's innate punchthru, just aim it at head level thru crowds. The Arca Plasmor 'nerf' was because its hitbox was inadvertently allowing it to hit headshots all the time, and with a relatively crit-focused weapon this meant that its DPS was literally much higher than expected. So it's arguably a bugfix rather than a nerf.
