Probly because you are emulating a switch game, and not a WiiU game. If you play BOTW on Cemu, that's exactly why. Switch emulators are much newer and less developed. I prefer Yuzu now, because it work pretty stable 30fps and battery life around 2:40. I just found that on top of installing the 60FPS mod, you can set the resolution in Yuzu to 75% with AMD FSR enabled, and get solid 30 FPS everywhere without any noticeable visual degradation. 50% scaling also looks great and you get massive frame rates.
