D'amarr is right, INT and RES help the most with the dialogue choices. However they are absolutely of useless in combat for a Rogue. I'd advise for high MIG, DEX and PER. MIG and DEX will not give you silver tongues dialogue choices but PER will definitly give you some good things to pick. But they are not in a persuasive nature. The obvious racial choice for a Ranger is a Wood Elf. However, since you'll almost always be fighting the same enemy as your companion, the racial bonus of a Hearth Orlan is a decent boost to lethality.
