No velkas rapier is not good, you're better off just using an enchanted/chaos rapier. I like it a lot, the damage is a little low but it's very fast and you can put pressure on turtles with the split damage. Also, the r2 is a great wake up attack after getting a critical, if you really want to hurt someone.
