You of course need a blu-ray burner to make blu-ray disc. You can play MKVs on the PS3 via USB but it takes some work - there is a discussion on the boards here, but you will have to find it. You can play MVKs converted via TsMuxer to Blu-Ray ISO and then burned to blu-ray just fine on a PS3.
